About Us

Urban & Rural Planning Associates Ltd is a privately-owned planning company established in 2003. Based in Dobwalls, near Liskeard in south-east Cornwall, we have clients throughout the south-west and nationally.

Andy Harwood MSc MRTPI is director of the company and currently the main employee. He has been working within planning since 1990 and has gained experience within the public and private sectors. He holds a Master of Science Degree in Town and Country Planning from the University of Reading and is a corporate member of the Royal Town Planning Institute.

Andy has worked for various local authorities first of all in the south-east and since 1995, in the South West. Whilst working for Local Planning Authorities, he specialised in the complicated area of enforcement work, managing teams at two local authorities. However, he has also dealt with many complex planning applications and appeals. He continues to advise some local authorities but has built up a broad client base since setting up the business. James Wells BA(Hons) DipTP MRTPI – ASSOCIATE PLANNER
James Wells will be joining the company shortly to assist Andy with our workload and to work with new clients in Plymouth and surrounding area. He holds an honours degree in Town and Country Planning and is a chartered town planner. He is an experienced professional working in local authorities, latterly at Plymouth City Council. He has experience as a Principal Planner with responsibilities for guiding and assisting junior officers as well as dealing with enforcement and a wide range of development control issues. Recent work has involved dealing with complex cases on major developments including residential, commercial, leisure, new schools and mixed use schemes.

Planning regulations are becoming ever more complicated and Local Planning Authorities are under great pressure, having less time to assist you than they have in the past. It is often cost effective to pay an experienced professional to help you with this very specialist field.
